Who approves a new sewer connection in London?
A connection to a public sewer needs the approval of the sewerage undertaker, which for most of London is Thames Water. Work in the highway also needs the consent of the highway authority, which is usually the borough or Transport for London.

Is a party wall agreement needed for basement work or underpinning in London?
Usually. Excavation close to a neighbouring building and work to a shared wall normally fall under the Party Wall etc. Act 1996, and most London plots have neighbours close enough for it to apply. The building owner arranges this through a party wall surveyor.
